No. Under the USA Pickleball rules, a serve that lands on the non-volley zone line (the kitchen line) is out, and the server loses the serve. The kitchen line counts as part of the non-volley zone, so a serve must clear it completely and land in the diagonal service court.
The other lines work the opposite way: each service court includes its baseline, sideline, and centerline, so a serve that touches any of those lines is in. Once the serve has been returned, a ball landing on the kitchen line during a rally is in.
