Yes. On September 14, 2026, Finland and France issued a joint statement confirming that Finland has decided to join France’s Forward Deterrence initiative.
The statement said the step would strengthen bilateral cooperation and offer opportunities for strategic signalling and managing escalation below the nuclear threshold. A Nuclear Steering Group will be established in the coming months to begin implementing the cooperation.
Finnish President Alexander Stubb said Finland does not intend to station nuclear weapons on its territory in peacetime and that the French initiative does not replace or overlap with NATO’s nuclear deterrence.
