Yes. On Sept. 9–10, 2026, the U.S. Census Bureau published a proposed rule that would limit the 2030 decennial census count to U.S. citizens and lawful permanent residents. That would exclude undocumented immigrants and many other noncitizens who are in the country only on temporary lawful status.
The same proposal would also drop race, ethnicity, and sexual-orientation questions from the short-form census questionnaire. The rule is not final: it opened a roughly 30-day public comment period before any policy is set, and it is expected to face legal challenges under the 14th Amendment’s “whole number of persons” apportionment language.
