Is an ESTA a visa?

No. An approved Electronic System for Travel Authorization (ESTA) is a travel authorization for the Visa Waiver Program—not a U.S. visa. According to U.S. Customs and Border Protection, an ESTA does not meet the legal requirements to stand in for a visa when a visa is required.

People who already hold a valid U.S. visa can travel on that visa for its issued purpose and do not need to apply for ESTA. An approved ESTA also does not guarantee admission; a CBP officer decides admissibility at the port of entry. Source: CBP — VWP/ESTA FAQ.
