Yes. Raw pumpkin seeds are safe to eat, either whole in their shells or shelled. The white shells are edible but tough and chewy when raw, so many people prefer shelled seeds. The green, shell-free seeds sold as pepitas come from hull-less varieties such as oilseed and Styrian pumpkins.
One thing to know is that raw pumpkin seeds are high in phytic acid, a compound in seeds, nuts, and grains that can make minerals such as iron and zinc less available to the body. Roasting is optional, but it gives the seeds a crunchier texture and a toastier, nuttier flavor.
