How many Starship launches a year is the FAA reviewing for SpaceX’s Starbase site?

The Federal Aviation Administration (FAA) is reviewing a SpaceX proposal that would allow up to 456 Starship-Super Heavy launches and up to 912 landings per year at the Boca Chica Launch Site at Starbase, Texas. SpaceX is currently authorized for up to 25 launches and 50 landings (25 of Starship and 25 of Super Heavy) per year at the site.

The proposal has two phases. Phase 1 would allow up to 100 launches and 200 landings per year on any day of the week. Phase 2, described as a mature program that would be reached within several years, would allow up to 456 launches and 912 landings per year, with launches only Monday through Friday. The FAA’s notice of intent, published in the Federal Register on 14 October 2026, starts a Programmatic Environmental Impact Statement and does not itself approve the higher launch rate.

Public scoping comments are due by 30 November 2026 under docket FAA-2026-12808. In-person meetings are scheduled for 17 November in Brownsville and 19 November in Port Isabel, with a virtual meeting on 18 November.
